I saw the commercial too, and I think it is only available by ordering over the phone. You can use something like a dremel tool. But that one on TV looked so much nicer. If it actually works, then it will soon be available online or in stores soon enough.

I've heard that specific product is a bit of a rip off.
What many people are doing now are using grinders like that (Called dremels, you can also buy them at home improvement stores.) to do their dogs' nails. It's supposed to get them shorter, smoother, and not be as uncomfortable or risky to the dog.
You can find dremels at pet stores in the cabinets they keep the clippers in. They're about $75. For a bit under that, you can find them at home improvement stores. Make sure you research how to properly do it, and what sander-type things to use, especially if you get one from a home improvement store.
EDIT: Meant to add. They aren't recommended for cats' nails. Cats' nails can splinter and break, which can be harmful to the cat. Instead, look at using softpaws, or just clip their nails with a clipper. (I use normal small clippers on my cats' nails.)
